Based on the product type, it is either a manufacturers date, or an expiration date. The numbers are based on the julian calendar. for example 19 167 means it expires/was manufactured on the 167th day of the year, in 2019 or june 16th, 2019. see the link to the calendar here.
Items that have an alcohol or medicinal base to them generally have an expiration date. other items such as band-aids, gauze, etc. do not have an actual expiration, but can get old and lose their adhesion or turn yellow, especially if subjected to temperature changes (i.e., in a vehicle first aid kit).
